Hong Guo receives third disbarment from practicing law, declared ungovernable

Hong Guo has been disbarred from practicing law in BC for a third time after being found ungovernable by a Law Society hearing panel.

The hearing panel found Guo committed numerous instances of professional misconduct, including multiple instances of acting in a conflict of interest, failure to cooperate as required with the Law Society investigation and failure to provide the expected quality of service to clients.

Guo has a lengthy and serious discipline history, which consists of misappropriation, mishandling of trust funds, repeated breaches of undertakings, conflicts of interest, a consistent and repetitive failure to respond to the Law Society’s inquiries and a pattern of misleading behaviour directed at both the Law Society and clients.

In addition to being disbarred, Guo was ordered to pay $13,051 in costs. Guo was disbarred for the first time in November 2023 and the second time in February 2024. This decision concludes the Law Society’s citation hearings against Guo.

The full decision is available on the Tribunal’s website.
