Legislative Counsel, Single Legal Regulator Transition (18-Month Term or Secondment)

The Law Society of BC is seeking a temporary, full-time Legislative Counsel to assist with the transition to Legal Professions BC provided for in the new Legal Professions Act. This position is expected to have a duration of 18 months but an extension depending on the duration of the Legal Professions Act transition period may be required.

The Legislative Counsel, Single Legal Regulator Transition, will be responsible for overseeing and coordinating consultation and collaboration with the Society of Notaries Public of British Columbia and the BC Paralegal Association, along with other organizations, to ensure development of proposed first rules and a code of professional conduct for eventual approval by the transitional board and the transitional Indigenous council, as required, prior to the amalgamation day.

Engaging effectively with multiple stakeholders in a complex and dynamic environment, the Legislative Counsel, Single Legal Regulator Transition will ensure that the first rules and code of professional conduct are developed within the expected timeframe of 18 to 24 months.

The duties of the position include:        
•    Collaborating and coordinating engagement with operational groups within the Law Society and the Notaries Society to develop proposals with respect to necessary rules for Legal Professions BC. 
•    Creating proposals in principle for the rules required to regulate the legal professions effectively on amalgamation day and ensuring acceptance by operational groups and the transitional board and the transitional Indigenous council.
•    Drafting first rules based on approved proposals in principle for approval by the transitional board and the transitional Indigenous council.
•    Working with operational groups in developing a code of professional conduct for consideration and approval by the transitional board.
•    Providing assistance with other aspects of the transition process as determined by the Senior Advisor
The nature of the work requires frequent contact with internal and external stakeholders, as well as ongoing collaboration and coordination. As such, superior writing and drafting skills, along with excellent interpersonal, advocacy, and communication abilities, are essential for this role. Additionally, the position demands a demonstrated capacity to work effectively within the governance structure of the Law Society.

Qualifications
A member in good standing of the Law Society of BC or eligible for membership. Familiarity with policy development and presentation as well as experience in managing policy projects and coordinating a team in developing policy proposals is desirable. Experience in reviewing and revising professional regulation rules and professional codes of conduct is an asset. Project management experience and skills are essential. Superior writing and drafting skills, excellent interpersonal, advocacy and communication skills, demonstrated capacity to work within the governance structure of the Law Society, familiarity with policy development and presentation, and demonstrated collaboration and coordination abilities.

The terms and conditions of the collective agreement between the Law Society of BC and the Professional Employees Association apply to this position. 

The salary range for this position is $133,403.30 to $138,111.72.
